The solution is mainly oriented at Offices of Self-Governing Regions and county capitals. It arranges processing, organizing and publishing of spatial data of the selected part of the territory and presenting these data both to a public as well as to the employees of the Offices through internet/intranet map portal. Implemented GIS shall the Self-Governing Region provide with:
- Supporting activities and cooperation of all organizational units within the Office
- Making the map data available for inhabitants, organizations, public sector
- Planning new possibilities for investment construction and activities
- Supporting decision making and planning for spatial processes in the country
- Centralized administration, records as well as data editing
The GIS for the local government is executed by the means of particular modules designed to cover organizational structure and tasks assigned to the offices. These modules can be configured pursuant to the expert analysis of data sources and requirements of final users. Basic functioning is common for all modules:
- Creating and editing database objects
- Publishing data on internet and intranet
- Creating outputs and print-outs (XLS, HTML, PDF)
- Displaying digital photos and other information related with the selected object in the electronic form
System modules:
Module "Self-Government"
- Serves for basic records and localization of towns and villages over the selected map details
- Provides survey of key statistical indicators related with towns and villages, contacts to offices of local and municipal self-government by the means of network interface (Internet/private network)
Module "Real Property"
- Enables to keep records of immovable assets - real property
- Contains data which are very important for the Office and which can be utilized by its all divisions incl. legal dept..
- Is based on information provided by the Cadastre of Real Estates (KN) which include set of graphic and description information of the Real Estate Cadastre
Module "Territorial planning"
- Provides the public with information about the territorial planning scheme and digital data for external suppliers
- Enables displaying territorial planning scheme for the entire territory of the region
- Serves as a support for planning and updating of territory planning scheme
Module "Environment"
- Applies within the protection of the environment and in the context of keeping the sustainable growth and development
- Enables mainly presentation of environmental data in the form of interactive maps and graphically displayed information
Module "Transport"
- Enables administration of real property within the transport divisions, support of planning and decision making activities as well as records of inland bus transportation providers based on the information about their spatial position
Module "Culture"
- Serves for keeping records and spatial displaying of cultural facilities and their localization over the map details such as ortho-photomap as well as keeping records of real property owned by cultural organizations
Module "Schools"
- Serves for keeping geographical records of schooling facilities within the scope of founder's competences assigned to the particular institution and their spatial localization at the map
Module "Health Care"
- Enables to keep records and localization of health care facilities (hospitals, clinics, pharmacies, health care centers etc) upon the map details
Module "Tourism"
- Serves for displaying locations attractive for tourists and informs about their operations, possibilities depending on the season as well as their current state
- Enables to promote and present a particular region not only at regional and national levels but also at the international one by the means of internet
Module "Social Affairs"
- Serves for keeping records of facilities within the scope of founder's competences assigned to the public administration and non-state entities providing social aid
Benefits of solution:
- Improving quality of decision making at all levels of management
- Improving communication between the local government, public sector, citizens and other organizations
- Complex on-line access to actual information
- Simple searching of data from the database
- Providing data to the third parties
- Fast and simple generating of reports and print-outs (e.g. property and assets records)
- Centralized data administration
- Removing duplicity of data
- Controlled access to the data
Possibilities for using the GIS
- Tourism
- Promoting and public presentation of locations attractive for tourists
- Increasing attractiveness of the region, towns and villages for visitors, tourists and entrepreneurs
- Creating special maps from the GIS
- Arranging system promotion at regional and local levels (towns, villages, districts) for these to be utilized as comprehensively as possible
System functioning
- There are three levels of system functioning as per the user's access
- Powerful client (GIS administrator - ArcGIS)
- Thin client (Web interface) - active user
- Thin client - passive user
- Functions for searching (simple, hierarchic, creating enquiries)
- Functions for working with the map (various methods of graphic selection, object localization, searching zones etc.)
- On-line objects editing (graphic and attribute part)
- Creating sketches (communication and sharing information about spatial phenomena/objects among the users)
- Creating reports, print-outs etc.
